OUR PHILOSOPHY
Urban planning and allied disciplines of urban design, zoning, and environmental planning are our focus. Through our work we seek to give form to community aspirations, and foster places that are vital, livable, and reflect environmental stewardship. Our work is place-based – responsive to context, physical and natural settings, economic realities, and community needs. It is directed toward improving the quality of the living environment and promoting sustainable development patterns.
Dyett & Bhatia (D&B) was incorporated in California in December 1975 and has been providing professional services for the last 40 years. D&B's sole office is located in Oakland, CA. Our small size – about 25 employees – allows us to be nimble and responsive in our work, communication, and outreach. We conduct analysis and develop policies on a range of planning topics from land use and urban design, to economic development, sustainability, and social and environmental justice. The professional services we offer are focused on: urban design and specific plans, development codes and zoning ordinances, general plans, environmental planning and assessment, community engagement, geographic information systems (GIS), three-dimensional computer modeling, and visual simulation.
Our firm has won 12 awards in the last four years alone from the American Planning Association (APA), as well as two national awards from the APA in the last six years, including for California's first Public Health Element.
We believe that plan-making is a collaborative effort, involving a diversity of stakeholders, and we are committed to active community engagement, and considerations of social and environmental equity in planning processes. Our work continues to evolve in response to changing concerns of urbanism; however, our underlying commitment to creativity, excellence, and shaping livable and sustainable places remains unwavering.

Dyett & Bhatia has a highly-trained staff of approximately 25, with academic backgrounds and professional experience in urban and regional planning; urban design; zoning; urban environmental planning; urban economics, architecture; graphic design; and public meeting facilitation. Dyett & Bhatia’s technical staff specializes in Geographic Information Systems (GIS), cartography, three-dimensional computer modeling, and computer-aided visualization.

Rajeev Bhatia, AICP, President
Rajeev Bhatia is a leading planner and urban designer, whose work is place-based, centered on fostering livable, sustainable, and healthy communities. His expertise spans specific plans for districts, downtowns, and corridors; general plans; zoning regulations; policy analysis; and preparation of program EIRs.
Rajeev has led planning for some of the most revitalized, mixed-use California districts, including complete planning, urban design, and zoning for the 1,600-acre Downtown San Diego, which is serving as a model of urban development and has guided downtown’s transformation into perhaps California’s most vibrant and intense live/work district, and the Capitol Area in Sacramento for the State of California, which has shaped the largest State office development in California’s history.
He has led general plans for more than 30 California cities including Sacramento, Emeryville, Lodi, Woodland, Santa Clara (city), Milpitas, Half Moon Bay, Rohnert Park, South San Francisco, San Bruno, Pittsburg, Chico, Santa Rosa, Petaluma, Carlsbad, Santa Monica, Turlock, and Redlands, as
well as Santa Fe, NM (America’s oldest capital city). He has also prepared Southeastern, Encanto, Mission Valley, and University City Community Plans for San Diego; and Santana Row/Valley Fair
and Winchester Boulevard master plans for the San José. He also led preparation of the Genentech Campus Master Plan – one of the largest corporate campuses in the Bay Area.
He is a leader in preparing transit-oriented plans. He recently completed planning for six stations
of Honolulu’s new urban rail system, and is participating in development of citywide transit-oriented zoning. He has prepared plans for three station areas for the Bay Area Rapid Transit (BART) Silicon Valley extension—Milpitas, Santa Clara, and Diridon (San José), and conducted analysis for all stations of Seattle’s light rail system. He is currently leading station area specific plans for Union City and Livermore. He has helped prepare transit-supportive and mixed-use regulations for cities including San Diego and Portland (OR).
Rajeev Bhatia has led preparation of more than 25 program environmental impact reports (EIRs) on general and specific plans, and regional transportation plans for the Bay Area, and San Francisco and Contra Costa counties.
Rajeev Bhatia’s projects have won 30 awards from the American Planning Association, as well as additional ones from organizations such as Congress for New Urbanism and the Urban Land Institute.
He holds a Master of City Planning and a Master of Landscape Architecture from University of California, Berkeley, where he was a University Fellow, and a Bachelor of Architecture from the School of Planning and Architecture in New Delhi, India. He has been Fellow of the German Academic Exchange Service (DAAD) and the Asian Cultural Council (Rockefeller Foundation, New York).
