Turlock General Plan Update, Housing Element, and EIR
Turlock is located in the heart of the San Joaquin Valley and is home to a California State University campus. The community has experienced sustained growth over the last 40 years and Dyett & Bhatia has assisted the City at key intervals throughout its evolution. Dyett & Bhatia prepared the award-winning 1992 General Plan, which included a City Design Element with extensive policies to promote inclusive, mixed-use neighborhoods, and pedestrian-oriented development. In 2008, D&B prepared a comprehensive update to the 1992 Plan, working closely with community members and City officials to develop strategies for Turlock to grow its agricultural technology job base, revitalize older areas, and continue downtown revitalization and community-oriented development. The 2008 plan, which also won an APA Central California Section Award, includes a comprehensive growth management and phasing strategy for development of new neighborhoods and supporting infrastructure. In 2021, the City again retained D&B to prepare a targeted update to the General Plan, including an update to the Safety Element to ensure compliance with new State law and preparation of a new Environmental Justice Element.
