Portland Mixed Use Zoning

To implement its new Comprehensive Plan, Portland initiated a Mixed Use Zoning Project for key corridors and districts outside Downtown where new regulations are needed. Dyett & Bhatia led a multi-disciplinary team to look at best practices and test zoning concepts on specific sites in different character areas.  The project included:

  •  Establishing flexible bulk and massing standards;

  •  Providing incentives for affordable housing, historic preservation, publicly-accessible open space;

  • Requiring ground-level spaces to be designed to accommodate commercial uses;

  • Regulating transitions in scale and activity between higher-density mixed use areas and adjacent lower-density residential areas;

  • Providing outdoor living area for residential development.
