Vivian Kahn, FAICP, Principal

​

Vivian Kahn has more than 40 years of professional planning experience in the public and private sectors. Before joining Dyett & Bhatia in 2001, she was Acting Deputy Director for the City of Berkeley’s Department of Planning and Development and served from 1987 to 1995, as Berkeley’s Current Planning Manager and Zoning Officer.

Ms. Kahn has particular expertise in the administration of land use regulations, dedication and exactions, environmental review requirements, historic preservation, telecommunications, and housing programs and policy. At Dyett & Bhatia, she is engaged in the preparation of zoning regulations for Orange County and the City of Long Beach and Sign Regulations for the City of San Luis Obispo.  Her previous work includes land use and development regulations and zoning studies for scores of jurisdictions including the Cities of Santa Monica, Oakland, Manteca, Concord, Emeryville, Portland, Riverside, South San Francisco, and El Cerrito and Los Angeles, Alameda, and Washoe Counties.

Vivian Kahn is a Fellow of the American Institute of Certified Planners, holds a B.A. (Phi Beta Kappa) from the City College of New York, and did graduate work at Pratt Institute’s Department of City and Regional Planning. She served on the American Planning Association’s National Board of Directors, chaired the Board’s Legislative and Policy Committee, and chairs the APA California Chapter’s Amicus Curiae Committee. Her publications contributions to zoning chapters in California Land Use Practice (California Continuing Education of the Bar, 2006) and The RLUIPA Reader (American Planning Association and American Bar Association).
