Benicia's new General Plan calls specifically for mixed use zoning for Downtown and the Historic Arsenal District to encourage a mix of compatible uses. The concept of mixed use is broadly defined, with details to be worked out in the zoning regulations. Similarly, the Plan calls for design standards to be developed to ensure land use compatibility. In Downtown, these standards also are to contribute to streetscape character. In the Arsenal mixed use zoning is to promote upgrading of existing buildings and preservation and adaptive reuse of historic buildings and to allow new, compatible buildings to house mixed use. Dyett & Bhatia with assistance from the Cannon Design Group held two community "design charettes" and a workshop with the Planning Commission as part of the effort to draft new regulations to implement plan policies.
