Turlock is located in the heart of the San Joaquin Valley and is home to a California State University campus. The city has nearly doubled in population since 1990 and is now home to approximately 70,000 residents. Dyett & Bhatia authored the City's 1992 General Plan, which directed much of the new master planned development in the northwest and northeast. Its extensive City Design Element guided the revamping of the City's zoning ordinance and subdivision regulations as well as the Downtown Beautification efforts. The City is very proud of its General Plan and uses it to guide everyday development decision-making.

In 2008, the City retained Dyett & Bhatia once again to comprehensively update the General Plan. Working closely with community members, the firm is in the process of evaluating how Turlock can grow its agricultural technology job base, revitalize older areas, and direct and accommodate future growth while maintaining its distinct character and small-town feel.
