The San Francisco Public Utilities Commission (SFPUC) maintains a right-of-way (ROW) stretching for over 160 miles through three SF Bay Area counties. The ROW contains the pipelines which transport water from the Hetch-Hetchy reservoir to San Francisco. In addition, the ROW is divided into several thousand parcels for land management purposes; many of these parcels are permitted, for a variety of commercial or engineering purposes.

From 1998-2002, Dyett & Bhatia assisted SFPUC in developing a land records database for the ROW. Atop an orthophotographic base, D&B entered parcel boundaries and related tabular information. Related spatial information, such as leases and permits were also entered. A tie to the pipeline operations side is underway. The result is a system usable by SFPUC staff and decision-makers for land records management and environmental planning purposes.
