San Jose, with over one million inhabitants, is the Bay Area's largest city, and its biggest employment center. The city's new General Plan—San Jose 2020—outlined a bold new vision for the City, including an urban growth boundary and an emphasis on infill and transit-supportive development. Dyett & Bhatia worked with City staff to outline a framework for revamping the zoning code, which had not been comprehensively updated in over four decades, for a "new era of city building." As part of the assignment, Dyett & Bhatia analyzed broad zoning options, alternative approaches to implementing General Plan policies, and the role of standards and guidelines. Methods of facilitating the use of the code, streamlining the development review and approval process, and linking the code to the City's GIS system were also explored.
