San Benito County is largely rural in nature, and is located directly south of Santa Clara County, and just outside of the nine-county Bay Area. Historically, agriculture has been the county's main occupation, although in recent years, more and more people are commuting to tech jobs in Santa Clara and San Mateo counties. Dyett & Bhatia prepared a Strategic Plan for the County General Plan Update which included the following components: community vision and decision-maker input; and
evaluation of the current General Plan and review of current status of technical information (such as GIS), so that the update can be designed to be efficient and cost-effective.

To initiate the strategic planning process, stakeholder meetings, as well as a community workshop and a decision-maker workshop were conducted to elicit candid input from all. In addition, a mail-in survey was sent out to all households in the county to further solicit comments. The feedback that was received from these avenues was compiled and analyzed in a Report on Community Vision.

Next Dyett & Bhatia reviewed all elements of the County's General Plan to see how well they matched with the community vision, and for currency and consistency. A short report was prepared to provide a concise, understandable framework for revisions needed during the General Plan Update. The report was organized by element major issue that will need to be examined as part of the General Plan Update.

Finally, Dyett & Bhatia prepared a step-by-step work program that will serve as a comprehensive roadmap to updating the General Plan in logical and efficient manner. This work program was issue oriented, reflecting findings of the assessment, rather than simply being process oriented. Dyett & Bhatia also prepared a draft budget for the various work components.
