To support the Portland Tri-County Metropolitan District’s effort to encourage transit-supportive development and enable use of a regional, multi-modal transit system, Dyett & Bhatia prepared a regulatory framework and model zoning ordinance to be used by local officials updating their zoning codes for transit-supportive development. Emphasizing overlay districts, urban PUDs and specific plans, Dyett & Bhatia used a range of potential zoning strategies to encourage transit-supportive development in designated corridors and pedestrian districts. Zoning is a tool that is often seen to create sprawl; in Planning and Design for Transit, Dyett & Bhatia showed how zoning can encourage a compact development pattern that supports a full spectrum of transportation opportunities.
