Envision Oakland—the new Land Use and Transportation Elements of the City’s General Plan—defines a bold new future for Oakland’s neighborhoods, Downtown, and waterfront. By identifying areas to be “maintained and enhanced,” as well as specific “change” areas, Envision Oakland provides a solid framework for implementing zoning. Dyett & Bhatia is leading a project team to implement the new Plan through a comprehensive revision of the City’s Planning Code, which includes a thorough analysis of zoning as it relates to land use, development standards and guidelines, area-specific policy, and administration. Based on this analysis, Dyett & Bhatia has recommended a framework for the Oakland Planning Code update that includes the consolidation of existing base and overlay zoning districts, a new use classification scheme, revised development standards and design guidelines to preserve neighborhood character, and extensive administrative changes to improve and streamline the permit review process. This framework will allow Oakland to fully benefit from the spectrum of opportunities it currently faces.
