Dyett & Bhatia prepared the Specific Plan, EIR, and Zoning for the 440 acre area around two new light rail stations and the future BART station, in Milpitas in 2005, and was retained by the City to prepare a full Specific Plan and EIR under a separately bid contact.
The Specific Plan, EIR, and zoning was recently adopted unanimously by the City Council. Currently the area includes industrial uses and the Great Mall, a large regional shopping center. The City wants to transform the area with higher intensity transit-oriented development, as well as strengthen the City’s retail sector, and facilitate projects that give Milpitas greater regional identity. The plan accommodates up to 7200 residential units (for a population of 17,000 new residents) —the largest planned residential development adjacent to a BART station in the Bay Area—a million square feet of office space, two hotels, and over 300,000 square feet of new retail space.
Dyett & Bhatia worked extensively with property owners, public agencies, and other stakeholders in the area to develop a long term plan that is visionary and yet grounded in market reality. The plan includes new residential neighborhoods, areas for new retail development, and mixed use sites that can accommodate both employment and residential uses over time. The Specific Plan establishes land uses and densities, as well as the layout of blocks, streets, and open space. It sets forth guidelines and illustrations of the type of development desired for each individual subarea, as well as all elements of the required infrastructure for future growth.
