As part of a team led by Duncan Associates, Dyett & Bhatia prepared a comprehensive revision of Kansas City’s zoning ordinance and subdivision regulations. Kansas City completed the FOCUS Kansas City strategic plan, and experienced a tremendous reinvestment in its older urban core and new construction in environmentally sensitive areas in the Northland. Kansas City wanted new regulations that: supported development consistent with the FOCUS plan, set forth urban design and development standards, encouraged development that is environmentally responsible, and improved the format of the documents. Key issues addressed include: encouraging mixed use and sustainable development around multi-modal transportation links; conserving natural resources; protecting residential neighborhoods from commercial encroachment; and facilitating adaptive reuse of buildings and infill development of land. The team made recommendations to streamline the regulatory review process, and at the same time improved public notification and participation.
