Dyett & Bhatia prepared a General Plan for the City that was adopted in Fall 2000, breaking a seven-year planning deadlock, and winning endorsement from the development and the environmental communities; the proposed Urban Growth Boundary was affirmed by 73 percent of the voters in the November 2000 elections.

The Plan marks a departure from the City’s current master-planned community pattern, promoting: greater integration between the City and Sonoma State University with a new high-intensity pedestrian-oriented University District with a mix of uses linking the campus with the community; balanced neighborhoods; increased connectivity and accessibility; and a network of open spaces along an armature of creeks.

In 2008, the City embarked on a technical update of their 2000 General Plan, and again hired D&B to do the job. Notably, this update includes a new Sustainability Element and a Housing Element Update, both now well underway.
