| Dyett & Bhatia has completed a Draft General Plan for the community of Castro Valley. An unincorporated community, Castro Valley was once an agricultural town that has grown into a suburban community of 60,000 people adjacent to a major freeway. The General Plan grappled with many issues. There is an older downtown with many underutilized properties; the General Plan puts forth a vision and implementation strategy to create a pedestrian-oriented downtown with new retail and infill housing. Policies were crafted to address issues in hillside areas, including building massing on hillside sites; lot coverage and stormwater drainage; emergency access, and natural hazards. Biological resources were also a major issue, and the Plan contains proposals for a biological resources overlay zone, as well as creek protection policies. Regional traffic circulation through Castro Valley is discussed, as well as projects identified to minimize the impacts of through-traffic on the community. Detailed standards for new infill residential development in established neighborhoods are also included. Additionally, Dyett & Bhatia completed the Draft Environmental Impact Report for the General Plan. | |||||||
