Emeryville is one of the most rapidly transforming Bay Area communities, with an expanding population of 8,000, and nearly 21,000 jobs in a small—1.2 square mile—geographic area. Incorporated in 1896 as a center of industry at transportation crossroads, Emeryville, after several decades of decline, has remade itself into a dynamic place. In the last 15 years, the City has transformed decaying buildings and polluted sites to provide housing; fostered global leaders in film-making (such as Pixar), biotechnology (such as Chiron), and software; and developed shopping and entertainment destinations.

Despite the city’s small size, incremental development has been detrimental to a coherent sense of Emeryville’s future physical development direction, and has strained transportation and infrastructure systems. Shaping an overall vision that defines Emeryville’s identity and place in the region, and crafting a tapestry of distinctive yet synergistic and connected neighborhoods and districts, and fostering neighborhood livability are fundamental planning challenges. The City retained Dyett & Bhatia in 2005 to prepare a new General Plan to respond to these challenges. D&B is also preparing an EIR on the Plan, will update the City's Zoning Ordinance, and will prepare new design guidelines and standards. See the City's General Plan Update web site.
