Extending seven miles along the Pacific Ocean shoreline, Carlsbad occupies 42 square miles of beaches, bluffs, and rolling landscape on the northern coast of San Diego County. Originally developed as a small seaside agricultural community in the late 19th century, the City evolved into a popular vacation destination and residential enclave, and was finally incorporated in 1952. Over the last half century, while still maintaining its seaside resort-town charm, Carlsbad has expanded to three times its original size and attracted world-class businesses, recreation, and amenities. The city is anchored by a strong economic and physical infrastructure and its population has expanded to 104,000.

Many of the objectives of the City's current General Plan have been met since the Plan was last comprehensively in 1994, and new opportunities, challenges, and approaches have emerged. The City is approaching a "built out" status, and most future development will be in the form of infill. The Zoning Ordinance, last comprehensively updated in 1952, is showing its age.

Dyett & Bhatia is leading the comprehensive update of the General Plan, Local Coastal Program, and Zoning Ordinance. Phase 1 "Envision Carlsbad"—involving over 80 stakeholder interviews, several hundred people attending community-wide workshops, and more than 7,000 responses to a mail-in survey—recently concluded with City Council adoption of the Community Vision. Phase 2 is now underway, and will see preparation of the document updates in line with the Community Vision.
