The City of Belmont, located half-way between San Francisco and San José, is known for its beautifully preserved open space, small-town ambience, and location close to major employers. Dyett & Bhatia is working on zoning amendments in two areas of the city and the city’s Housing Element Update. Phase 1 of the Zoning Ordinance Update is the Belmont Village Zoning Amendments. The goal is to amend the City’s planning and regulatory documents to be consistent with the City Council’s goals for the Downtown area and to support the redevelopment of the three Economic Development Target Sites. The required environmental review will also be completed. Dyett & Bhatia is in the process of writing a new section of the Zoning Ordinance, “Village Districts,” and amending the Downtown Specific Plan and General Plan. The new zoning will allow greater building intensity, more variety of uses, and superior quality development within the Belmont Village area, while clarifying and simplifying the regulations and permit process. Phase 2 of the update is the El Camino Real and Ralston Corridors Zoning Amendments. Using similar analytical techniques as Phase 1, the Zoning Ordinance will be amended to support infill development along the El Camino Real and Ralston Corridors. The regulations and permitting process will be organized into user-friendly tabular formats which include updated land use requirements, development standards, and design guidelines that promote mixed-use development and transit use. The process will be streamlined in order to support the types of desired development.

In addition to the zoning work in the city’s downtown and transit corridors, Dyett & Bhatia is updating the Belmont’s Housing Element. These two updates will complement each other, as Belmont is a fairly built-out community, and the proposed zoning will allow housing at high densities. Thus far, two public outreach opportunities have been conducted—stakeholder interviews and the first public workshop. A second public workshop and three public hearings will follow the completion of the draft Element.
