A consortium of five regional agencies—Association of Bay Area Governments, Metropolitan Transportation Commission, Bay Area Air Quality Management District, Bay Conservation and Development Commission, and San Francisco Bay Regional Water Quality Control Board—retained Dyett & Bhatia, as part of a team of consultants, to outline a strategy to address the region’s mounting traffic congestion, housing affordability crisis, and diminishing open space.

Dyett & Bhatia helped conceptualize the study; compiled and created a large GIS database of regional land use and transportation information and resources, which could also be used by a “PLACES” software model developed for the project; and conducted background research and analysis. A Briefing Book and maps and other material for workshops in each of the Bay Area counties were also prepared.
